The train was traveling at 102\u00a0mph (164\u00a0km\/h) in a 50\u00a0mph (80\u00a0km\/h) zone of curved tracks when it derailed.<\/p>\n

Court commissioner Steven Seim ordered a $500 cash bond in the case, with the conditions that McNeal not consume alcohol, maintain absolute sobriety, not go onto the premises of any establishment whose main business involves the sale or distribution of alcohol, not be in a motor vehicle operated by anyone under the influence of an intoxicant and not operate a motor vehicle without the permission of the court.<\/p>\n

According to the criminal complaint, a deputy was on patrol at 3:09 a.m. Monday when he noticed a silver 2008 Chevrolet Impala coming toward him on Highway A near Dodge County\u2019s town of Oak Grove at a high rate of speed. The deputy pulled over, and radar showed the vehicle traveling at a speed of 127 mph in a 30 mph speed zone. The deputy made a U-turn and attempted to stop the vehicle.<\/p>\n

The complaint states that McNeal continued at a high rate of speed, passing in close proximity a man walking his dog on the side of the road. As McNeal neared Highway 26, he slowed, made a righthand turn and quickly sped up again. The missing fisherman\u2019s name is John Spoor. He is a 66 year old man from McHenry, IL. The search for Mr. Spoor continues in the waters of Silver Lake. Air One (A law enforcement coalition
\nhelicopter) assisted with the search this afternoon. Air One estimated visibility at about 10 feet deep, given the favorable sunshine and weather conditions. Air One was not able to locate anything in that depth of water or along the shoreline of Silver Lake. Sonar equipment continues to be used to check the remainder of the deeper waters of Silver Lake. Search teams will continue to search until about 7:30PM tonight, when light conditions become less favorable for the search. At that time teams will assess the best course of action for tomorrow.<\/p>\n

The search began Tuesday night, September 16th after family members of Spoor reported that he had not returned home from a fishing trip.
\nOfficials say Spoor had left his home in\u00a0McHenry, Illinois. around 8:00 a.m. Tuesday, and was supposed to return home by 4:00 p.m.
\nThe Kenosha Joint Services Dispatch Center received a call just before 10 p.m. Tuesday to check for a missing fisherman\u2019s vehicle. The Village of Silver Lake Police Department was dispatched and began this search. At 10:34 p.m. Kenosha County Sheriff\u2019s Deputies joined efforts to locate Spoor.<\/p>\n

Officers say Spoor\u2019s vehicle and boat trailer were found at the DNR landing on Silver Lake. His boat was located in some weeds against the shoreline on the north side of the lake. The motor was dead. Spoor\u2019s cell phone, a cup of coffee and his fishing gear were found in the boat.<\/p>\n

It started with an urgent plea for help late Saturday night as he walked to his car after a State Fair outing with his family.
\nAnd it ended with Milwaukee Mayor Tom Barrett lying in a pool of blood with a broken hand after he rushed to confront a pipe-wielding suspect officials described as a “vicious thug.”
\nBy Sunday evening, the suspect was in custody, Barrett was recuperating at a hospital, and his heroics were being recounted on national cable and network news shows.
\nBarrett, first elected in 2004 and re-elected last year, was struck on the head and torso with the pipe and broke his hand, presumably when he punched the man. As he rested Sunday at Froedtert Hospital, where doctors stitched up cuts on his head and lip, authorities and witnesses explained what happened.
\nThe 55-year-old mayor, his sister, niece and two of his daughters were walking to his car around 10:45 p.m. Saturday in the 8800 block of W. Orchard St. in West Allis when they heard a woman yelling.
\nAuthorities said Anthony J. Peters, 20, was arguing with his ex-girlfriend’s mother, whose cries for help were answered by the mayor. Telling his sister to take his two young daughters out of harm’s way, Barrett confronted the man and tried to calm him. When Barrett took out his cell phone, Peters attacked him, authorities said.
\nBarrett’s niece stayed behind and called 911.
\n“My niece stood there while this was going on saying to the guy, ‘The cops are coming,’ and ultimately he came toward her but took off when he heard the sirens,” said John Barrett, the mayor’s brother.
\nWest Allis Police Chief Mike Jungbluth described Peters as a “desperate man” who had threatened to shoot himself and others. He had taken a cell phone from the woman who was trying to protect her 1-year-old granddaughter from Peters, the girl’s father, police said.<\/p>\n

Mayor expected to recover<\/h3>\n

A tearful John Barrett said doctors expect his brother to recover from his injuries. The mayor was alert and talking when he was taken to Froedtert. He was listed in stable condition Sunday evening and expected to stay in the hospital through Monday.
\n“He still has a good sense of humor, and he’s a great brother,” said John Barrett, the Milwaukee County clerk of circuit court. “Tom stepped up and did the right thing. He called 911 and tried to calm the situation, protecting a grandmother and child.”
\nKim Zaja, who lives in a brick bungalow across the street, heard the commotion but at first didn’t know what happened in front of Woodrow Wilson Elementary School. She looked out to see Barrett lying in a pool of blood on the street.
\n“The cops were there fast,” Zaja said. “Cop cars were pulling up all over the place.”
\nPeters fled the scene but was arrested at a Milwaukee home near N. 17th St. and W. State St. in Milwaukee around noon Sunday. A pipe was later recovered by West Allis police. Jungbluth said Peters has an extensive arrest record, including assault charges.<\/p>\n

“Last night, he was a totally violent and vicious thug, and that’s how he behaved,” Milwaukee Police Chief Edward A. Flynn said outside John Barrett’s home Sunday afternoon. “He’s somebody the West Allis police are familiar with as one of their local knuckleheads.”<\/p>\n

Peters had not been formally charged Sunday in the mayor’s beating, but detectives were questioning him. He is being held on suspicion of felony battery. Chief Deputy District Attorney Kent Lovern said Sunday that he anticipates a decision on charges will be made later this week.<\/p>\n

Arrested in alley<\/h3>\n

Peters was arrested in an alley behind the multi-unit home on State St. when his cousin came to pick him up, according to a man who says he is Peters’ best friend. The friend lives at the house where he says Peters was hiding. Peters got five feet away from his cousin’s vehicle when a plain-clothes officer jumped out and arrested him, the friend said.<\/p>\n
